HESCO (Hyderabad Electric Supply Company) is a public limited electricity distribution company serving southern Sindh, Pakistan (excluding Karachi). HESCO was established from the former Area Electricity Board (AEB) Hyderabad with the objective of acquiring and taking over the assets, legal rights, and liabilities of the AEB to ensure progressive power distribution.
HESCO serves approximately 1,178,412 consumers (over 1.17 million) across 12 districts of Sindh Province through 4 operational circles, 15 divisions, and 69 subdivisions, along with 6 construction divisions and 5 M&T divisions.
The company provides electricity to residential, commercial, and industrial consumers and ensures continuous connectivity across its service territory. HESCO operates under the regulatory framework of NEPRA (National Electric Power Regulatory Authority).
Services provided by HESCO to its consumers include:
To ensure uninterrupted electricity supply and efficient customer services, HESCO has divided its service territory into 4 operational circles:
Covering Hyderabad City, Latifabad, Qasimabad, and Hyderabad Rural areas. This is the largest and most densely populated circle with the highest consumer base.

Each circle is further divided into divisions and subdivisions for efficient management — totaling 15 divisions and 69 subdivisions across HESCO's service territory.
HESCO distributes electricity across 12 districts of southern Sindh (excluding Karachi, which is served by K-Electric). If you reside in any of the following areas, you are a HESCO consumer:

Important: Pay before the due date to avoid late payment surcharges. Verify payment on your next bill — it should show zero previous dues.
HESCO electricity tariff rates are regulated by NEPRA and the Government of Pakistan. Rates vary by consumer category:
Average rate: approximately Rs 62.47 per unit.
Average rate: approximately Rs 40.51 per unit.
Agricultural tube wells and farming operations: approximately Rs 34.58 per unit.
Note: Tariff rates are periodically updated by NEPRA. Keeping consumption under 100 units/month qualifies you for the lowest slab rate. Check your bill for the latest rates in March 2026.
Your HESCO bill includes various taxes and surcharges mandated by the government:
Covers fuel pricing fluctuations of rental power companies that generate electricity from crude oil etc. The amount varies based on NEPRA notifications and can be positive (added) or negative (deducted from your bill).
Covers the NEPRA and GOP tariff difference. If the difference is positive, it's payable by GOP as "Subsidy". If negative, the distribution company pays to GOP as "Inter DISCO Tariff Rationalization Surcharge (IDTR SUR)".
A quarterly tariff adjustment amount. You may see this in your bill after every 3 months based on NEPRA notifications.
A charge of 43 paisa per unit to secure collection of debt servicing of Power Holding Private Limited.
A 17% tax charged on the sale of electricity for infrastructure and public services.
A fixed Rs. 35 collected from each electricity consumer for Pakistan Television (PTV), regardless of TV ownership.
A 1.5% government-imposed tax on total electricity consumption charges.
A bill amount that you have the choice to pay in the same month, or later. There are no late payment charges on deferred amounts, and your next bills may include this amount in installments or full.
Additional surcharge to fund the Neelum Jhelum hydroelectric power project.
Income tax collected on electricity bills on behalf of FBR. Applies to commercial users and domestic consumers above specified thresholds.
Peak hours are when electricity demand is highest. HESCO recommends decreasing consumption during peak hours to help reduce your bill and stabilize electric supply across the region.
