How Utility Billing Works in Pakistan

Electricity Billing System

Pakistan's electricity distribution is managed by 14 regional companies (DISCOs) under the regulation of NEPRA. Each household and commercial connection receives a monthly bill based on meter readings.

  • Billing cycle: Monthly, based on meter reading dates
  • Bill components: Energy charges, fuel price adjustment (FPA), taxes, TV fee, and surcharges
  • Tariff slabs: Domestic users pay different rates based on consumption units (kWh). Higher usage means higher per-unit rates
  • Due date: Typically 15-20 days from bill issue date. Late payment incurs surcharge
  • Peak/Off-peak: Some meters have time-of-use tariffs with different day and night rates

Gas Billing System

Natural gas in Pakistan is distributed by SNGPL (Northern regions) and SSGC (Southern regions). Bills are generated bi-monthly or monthly based on gas meter readings measured in cubic feet and converted to MMBTU.
