AJKED (Azad Jammu & Kashmir Electricity Department) is a state-owned department established under the Azad Government of Jammu & Kashmir Rules of Business, 1985 (Revised in 2021). AJKED is entrusted with the primary responsibilities of construction, operation, and maintenance of the electricity network throughout Azad Kashmir.
AJKED operates with its Chief Engineer Office in Muzaffarabad and serves approximately 600,000 consumers across 10 districts through 2 operational circles and 15 divisions. The department has achieved 93% electrification across AJK's total area of 13,297 sq km with a population of approximately 4.4 million.
AJK has an enormous electricity demand of up to 4,000 MW, with peak demand reaching approximately 400 MW. AJKED procures electricity from three major power distribution companies — PESCO (70%), IESCO, and GEPCO — while also leveraging local hydroelectric projects for energy generation.
AJKED's tagline: "From Darkness to Development — Powering Every Corner of AJK."
Services provided by AJKED to its consumers include:
AJKED has divided its service territory into 2 operational circles with 15 divisions and a 132/33 KV grid network:
Covering Muzaffarabad, Neelum Valley, Hattian Bala, Bagh, Sudhnuti, and Haveli. This circle covers the northern and western regions of AJK including the state capital. The terrain is predominantly mountainous with challenging infrastructure requirements.
Covering Mirpur, Kotli, Bhimber, and Rawalakot (Poonch). This circle covers the southern and eastern regions of AJK. Mirpur is the most urbanized area with the highest consumer density, known as "Little England" due to its large overseas community.
AJKED distributes electricity across all 10 districts of Azad Jammu & Kashmir. If you reside in any of the following areas, you are an AJKED consumer:
Muzaffarabad City (state capital), Garhi Dupatta, Chinari, Patika, Chattar, and surrounding areas. Home to AJKED's Chief Engineer Office and the main administrative hub.
Mirpur City, Dadyal, Chakswari, Islamgarh, and surrounding areas. Known as "Little England" due to its large British-Pakistani community. Most urbanized district in AJK.
Rawalakot City, Hajira, Abbaspur, Thorar, and surrounding areas. A popular tourist destination known for its natural beauty.
Kotli City, Sehnsa, Charhoi, Tattapani, and surrounding areas. One of the most populated districts in AJK.
Athmuqam, Keran, Kel, Sharda, Taobut, and surrounding areas. The most scenic and remote district, with challenging terrain for electricity infrastructure.
Bhimber City, Barnala, Samahni, and surrounding areas in the southeastern part of AJK.
Bagh City, Dhirkot, Lass Danna, and surrounding areas. Severely affected by the 2005 earthquake and rebuilt with improved infrastructure.
Pallandri, Trarkhal, Baloch, and surrounding areas in the hill country.
Haveli (Forward Kahuta), a district near the Line of Control with unique infrastructure challenges.
Hattian Bala, Chinari, and surrounding areas north of Muzaffarabad.
AJK is uniquely positioned as a hydropower-rich region. The electricity sourcing for AJK includes:
Despite having massive hydropower potential of up to 9,000 MW, AJK currently utilizes only a fraction. The government continues to develop new hydroelectric projects to achieve energy self-sufficiency.

AJKED electricity tariff rates are regulated by the government with subsidized rates for AJK consumers. Rates vary by consumer category:
Average rate: approximately Rs 62.47 per unit.
Average rate: approximately Rs 40.51 per unit.
Agricultural tube wells and farming: approximately Rs 34.58 per unit.
Note: AJK consumers benefit from Rs 23 billion in annual electricity subsidies from the government. Tariff rates are periodically updated. For the latest rates, visit ajked.gok.pk/electricity-tariff. Current rates for March 2026.
Your AJK bill includes various taxes and surcharges mandated by the government:
Covers fuel pricing fluctuations of power generating companies. The amount varies based on government notifications and can be positive (added) or negative (deducted from your bill).
Covers the tariff difference between government-determined and actual cost of electricity. Ensures tariff uniformity across all electricity distribution entities in Pakistan.
A quarterly tariff adjustment amount applied every 3 months based on government notifications.
A per-unit charge to secure collection of debt servicing of Power Holding Private Limited.
A 17% tax charged on the sale of electricity for infrastructure and public services.
A fixed Rs. 35 collected from each electricity consumer for Pakistan Television (PTV), regardless of TV ownership.
Additional surcharge to fund the Neelum-Jhelum hydroelectric power project — especially significant for AJK, as the project is located in Neelum Valley.
An additional 1.5% duty on total consumption charges collected on behalf of the AJK government.
Income tax collected on electricity bills on behalf of FBR. Applies to commercial users and domestic consumers above specified thresholds.
Peak hours affect consumers with Time-of-Use (TOU) meters. During peak hours, electricity units are charged at higher rates, while off-peak units are billed at lower rates.
AJKED offers a net metering program that allows consumers to install solar panels and sell excess electricity back to the grid. This is an excellent opportunity for AJK residents to reduce their electricity costs and contribute to clean energy.
AJK receives good sunlight hours, particularly in Mirpur, Bhimber, and Kotli districts, making solar panels a viable investment.
