How WAPDA Electricity Bills Are Calculated (Slabs & Tariffs)
In Pakistan, electricity bills are calculated using a progressive slab structure, meaning the rate per unit (kWh) increases as you consume more electricity. There are two primary categories of residential consumers:
- Protected Consumers: Residential users who consume 200 or fewer units per month consistently for 6 consecutive months. They enjoy highly subsidized rates.
- Non-Protected Consumers: Users who consume more than 200 units in a single month or do not maintain a low usage record. They are charged at standard, higher tariff rates.

Taxes & Additional Surcharges on Your Bill
Your electricity bill does not just consist of energy charges. Several government-notified surcharges and taxes are added to the final amount:
- Fuel Charges Adjustment (FCA / FPA): Variable fuel costs charged per unit. It represents the difference between actual fuel costs and estimated costs in a billing month.
- Quarterly Tariff Adjustment (QTA): Quarterly adjustments approved by NEPRA and notified by the government to recover variation in power purchase costs.
- Electricity Duty (ED): A provincial tax calculated as 1.5% of the total energy charges.
- General Sales Tax (GST): 18% sales tax calculated on energy charges, FCA, and QTA combined.
- PTV Fee: A flat PTV license fee of Rs 35 per month added to all residential bills.
- Fixed Charges: Monthly fixed charges applied based on your consumption slab, ranging from Rs 200 to Rs 675.
